The Syrian Kurdish delegation formed to engage with Damascus and advocate for decentralization was established following the historic intra-Kurdish conference backed by the U.S. Held in late April, the conference endorsed “decentralization” as the guiding principle for Syria’s future governance.

The delegation is designed to reflect the diversity of Kurdish political blocs. Of its nine members, three represent the pro-KDP Kurdish National Council (ENKS), including one of the delegation’s co-presidents. Another three are from the PYD – a pro-PKK dominant party in northeast Syria, including the other co-president. One member represents the Kurdish Democratic Party in Syria (el-Partî), which is part of the Kurdish National Alliance and aligned with the PYD through their shared participation in the Kurdish National Unity grouping. The remaining two members are from the Kurdish Democratic Progressive Party, known as the Syrian sister party of the Patriotic Union of Kurdistan (PUK) in the Kurdistan Region. This party is independent of both the ENKS and PYD blocs, positioning itself somewhere in between.

The delegation includes:

ENKS:

  • Muhammad Ismael (co-president)
  • Sleman Oso
  • Faisal Yousif

Kurdish Democratic Progressive Party (pro-PUK, independent of both ENKS and Kurdish National Unity):

  • Salah Darwesh
  • Ahmad Sleman

PYD:

  • Parwen Yousif (co-president)
  • Aldar Khalil
  • Rayhan Loqo

Kurdish National Alliance in Syria (aligned with PYD through Kurdish National Unity):

  • Nusradin Ibrahim (Kurdish Democratic Party in Syria – el-Partî)
